PREA
This page is required by the Federal Prison Rape Elimination Act (PREA) of all residential programs serving the criminal justice system.
This act was put in place to help reduce the instances of sexual assault in confinement settings by the Federal Government by creating outlets for victims and their friends and family to report such instances to the facility.
Zero Tolerance Policy
Community Assessment & Treatment Services. Inc. (CATS) has a zero tolerance policy for all forms of sexual abuse and harassment.
It is CATS’ policy to refer all suspicions of sexual abuse and/or harassment that contain potential criminal behavior to the Cleveland Police Department for investigation. CATS does not conduct criminal investigations.
Reporting Allegations of Sexual abuse/Sexual Harassment
CATS Clients, Family, Friends or concerned individuals can report allegations of sexual abuse, harassment or retaliation by:
1. Contacting the PREA Coordinator by:
a. Phone at: 216-206-5205,
b. Email: llamarca@communityassessment.org or
c. by sending a letter to 8411 Broadway Ave, Cleveland OH 44105 to the attention of the PREA Coordinator.
Contact the National Sexual Assault Hotline at 1-800-656-4673.
Clients may notify any staff member either verbally or in writing or they may call the PREA hotline numbers posted in the facility and in their handbooks.
4. Staff may report allegations to their Supervisors, the clinical director, any of the PREA investigators, Senior Management or the PREA Coordinator.
It is not required that any personal information be provided. However, the more information that can be provided regarding dates, times, locations, witnesses, and as much detail about the alleged incident as is known serves to assist staff and law enforcement in their efforts to successfully conduct the investigations.
Investigations
All allegations of sexual conduct shall be promptly, thoroughly, and objectively investigated. When the investigation is completed, each allegation will be classified as Substantiated, Unsubstantiated, or Unfounded. The finding of the allegation will be provided in writing to the parties involved. Allegations of Sexual Abuse will be referred to the appropriate law enforcement agency for investigation and potential prosecution. All substantiated allegations of sexual abuse or sexual harassment will result in the appropriate disciplinary actions taken against the Employee, Contractor, Volunteer, or Inmate, and where appropriate referral for prosecution.
